FTP: Ending Institutional Violence in Pomona’s Juvenile Justice System
Through Gente’s youth justice advocacy efforts, Los Angeles District Attorney George Gascón’s office disclosed juvenile arrest and disposition data, which has not been publicly accessible in the past. This data provides a unique opportunity to analyze disproportionate charging of youth of color across Los Angeles County, but significant data gaps on race and disposition make it difficult to draw definitive conclusions. This report focuses on the 1,676 cases filed in Pomona Juvenile Court from January 2016 - July 2024.

FTP: Lack of Effective Literacy Interventions for BIPOC Students is Negligent and Institutional Violence
Gente Organizada has examined literacy data in Pomona Unified School District and determined that PUSD is not meeting its responsibility to teach all students to read at grade level by the third grade. According to the most recent data from the 2022-23 school year: Only 32% of third grade students in Pomona met grade level standards for literacy, which is significantly worse than the state overall (43%). Overall, literacy levels have not returned to pre-pandemic levels.

FTP: Pomona Police Department’s Abuse of Public Funds is Institutional Violence
Gente Organizada has examined data on Pomona Police Department overtime spending by the City of Pomona to hold the city accountable for its excessive spending. The data shows that the city spent $7.7 million on Pomona PD overtime pay with no clear public safety strategy or accountability over the spending. The funds used to pay excessive overtime for Pomona PD employees should be reallocated to address the needs of youth, families, and community.

FTP: Criminalizing BIPOC Students and Families and Pushing them Out of School is Institutional Violence
Gente Organizada has examined data on school discipline from Pomona Unified School District (PUSD) to hold the district accountable for its responsibility to Pomona’s youth and immigrant families. The data show that staff too frequently respond to student behaviors with exclusionary discipline, including suspensions, expulsions, and calls to police. These practices criminalize BIPOC students and push them out of school, which are forms of institutional violence.

FTP: Allowing Adults to Harm Students is Institutional Violence
Gente Organizada has examined data on staff abuse of students from Pomona Unified School District (PUSD) to hold the district accountable for its responsibility to Pomona’s youth and immigrant families. After 18 months of negotiation, Pomona Unified produced more than 20 employee files of current or former staff that had credible allegations of abuse filed against them from approximately 2011-2020.

This report is based on a collaboration among youth members of PSU, Gente
Organizada, Public Advocates, and the ACLU Foundations of California. Together,
these individuals and organizations collaborated to review and analyze the spending
documented in 136 2019–20 LCAPs in Los Angeles, Riverside, and San Bernardino
counties and developed policy recommendations to address these illegal expenditures.
