Implementation of the Inclusionary Housing Program

This report examines the City of Pomona's Inclusionary Housing Program (IHP), finding its implementation largely unsuccessful. The author identifies that compliance is poorly documented, oversight has been delegated away from elected officials to the Planning Division, and developers disproportionately fulfill requirements through moderate-income rather than low-income units. The report concludes with policy recommendations addressing the IHP's inequitable treatment of the lowest-income residents and its role in perpetuating income-based segregation.

Through Gente’s youth justice advocacy efforts, Los Angeles District Attorney George Gascón’s office disclosed juvenile arrest and disposition data, which has not been publicly accessible in the past. This data provides a unique opportunity to analyze disproportionate charging of youth of color across Los Angeles County, but significant data gaps on race and disposition make it difficult to draw definitive conclusions. This report focuses on the 1,676 cases filed in Pomona Juvenile Court from January 2016 - July 2024.
